Usually, it's one of two things. Either the candidates applying aren't qualified for the role, or the qualified candidates never see the posting because they're not looking.
Most experienced nurses are already employed. They're not browsing jobs, so they aren't going to come across your listing by chance. The candidates who do apply are often newer graduates, nurses between jobs, or people applying to several positions at once.
